Nowadays, we live in a world that depends so much on the technology. It covered almost all aspects of our life. One of the technologies we depend so much is the internet. The internet allows us to communicate and accessing information easily. In one hand, the internet can help to boost the development. However, in the other hand it also creating a new kind of threat for security. Cybercrime, is one of the threat that taking advantages of the internet. It possessed a threat not only for the national security, but also it becomes a threat to human security. The concept of human security itself is revolutionizing the concept of security, instead focus on the security of a nation, it offers an approach on the security of the individual. Currently, there are still limited studies that try to discuss the human security from the perspective of human security, usually many studies are focusing on its impact on the national security perspectives. Therefore, the purpose of this study is meant to fill this gap. The objectives of this study is to find out if cybercrime can be considered as one of the threat of human security, and to find out the impact of it to the development of the developing countries, in this case the author will try discuss the impact on the ASEAN countries. The structure of this study is divided into two main parts. First is to find out how cybercrime seen from the perceptive of human security. In this case, the author discussed it through the concept of human security, by analyze it with the characteristics of human security. Meanwhile, the second part is focusing on the impact of cybercrime on the development in ASEAN countries. In respect to that, the author is analyzing it through the case studies of each ASEAN member countries, in order to find out the common types of cybercrime. In addition to that, the author also analyzes the efforts of ASEAN itself in combating and preventing cybercrime within the region. As for the conclusion, it is found that cybercrime can be considered as a threat of human security, as it possessed some of the characteristics of human security. It is can be categorized as a threat to personal security. In that sense, cybercrime is become more dangerous especially for the individuals. The study also found that, cybercrime can be surely disturbing the development within ASEAN. According to the findings, the most common types of cybercrime in ASEAN are could potentially affecting the economy or threatening the stability within the region. As ASEAN is targeting to be one of the major players in the world, it is important for them to put commitment on combating and preventing cybercrime. However, the findings showed that some of the member states are still lacking on legal measures, which is one of the most important tool to combat and prevent cybercrime. It is important for these countries to put commitment to decrease cybercrime, as it is not only will help to protect their national security, but also it helps them to protect their people from the threat of cybercrime.
