Absztrakt (kivonat)

The thesis represents the development strategies of China in Central Asian region. After the collapse of USSR China started to have borders with Central Asian countries and Russia. Central Asian region is important for China in terms of security, international trade, and energy security. However, this region is strategically important for the other strong players such as Russia and the United States of America, which also has own interests there. This situation leads to the rise of the competition for influence in the region. Tasks of work: • To analyze the formation and development of economic interaction between China and Central Asian countries; • Review the format of trade and economic relations of China and countries Central Asia at the current stage; • To identify the key issues of economic cooperation of China and Central Asian countries; • Highlight the prospects for resolution of the key problems of interaction between China and the countries of Central Asia and explore possible solutions. The results of the work are recommended to use in considering further topics for a deeper consideration of further events. Primary sources will include the various public speeches of Chinese and CAS officials. (Such as Xi Jinping and Nursultan Nazarbayev) The empirical section will look at how China applies its instruments, and how Beijing enhances its impact in the region. The data is gathered from the websites of the news agencies of the countries that are participating in this cooperation as well as external news sources, websites of Central Asian states officials. I also look at secondary data, in particular, from other researchers on Chinese economic activities in Central Asia because it provides a valuable statistical data, among these works you can find the works of researchers from CIS, China, and EU. Statistical data on trade of CAS’s and China from the reports of European Comission been used. The thesis consists of 4 chapters. The first chapter gives an information about the formation and stages of development of economic cooperation between CAS and PRC. What was the situation after the collapse of the Soviet Union, and how China changed its goals and objectives in policies towards Central Asian region During the period between 1991-2018. We can conclude that China expanded smoothly into the Central Asian Region after the collapse of the USSR, and from the end of first decade of 21st century, when China became bigger economic and political power economic penetration into the region gained significant importance. The region is important for China in terms of international trade, national and energy security. In the next chapter we review the economic cooperation between CAS and China at the present stage. About the securing China in the role of finished products supplier, and Central Asia’s emergences as the main supplier of the raw materials. In this Chapter we review main facts and figures on the cooperation between states of Central Asia and China from the beginning of cooperation until nowadays. We can say that despite the fact that China pursued an active economic policy, this was not very positive for CAS. On the one hand, a breakthrough was made in the development of cooperation in almost all key areas. On the other hand, complex single-format economic relations in which trade between Central Asia and the PRC was based on the principle of “raw materials in exchange for finished products”: In Third Chapter we examine the key problems in cooperation between China and Central Asian states, which are the weaknesses of Central Asian economies, the remoteness of the region from the maritime communications, undeveloped transport communication network in the region, and the trade obstacles and barriers that countries tend to create for their short-term needs. We can say that despite the economic situation in these countries improved in general, especially after the awful economic situation in 1990s, some negative trends can be found like increase in share of the primary products and decrease in share of manufactured in 2010s comparing to 1990s. This creates direct dependency of the economies to the price of raw materials. In terms of remoteness of Central Asian States from the maritime communications it can be noted that one of the most characteristic features of the Central Asian countries that did not have access to the sea was their double vulnerability, as they were vulnerable on their own and due to dependence on one or several transit countries. They do not have access to the sea, and their neighbors are not always interested in allowing the flow of goods across their borders.. High transport costs remained the most serious obstacle for access of the republics to world markets and for their inclusion in world economic relations for a long time. After analyzing the main key problems in trade and economic cooperation between China and the countries of Central Asia, it can be concluded that the lack of economic integration between the states in the Central Asian region led to the emergence of economic barriers. It was obvious that if the Central Asian republics will not build trust between themselves and there won’t be regional unification, then the effectiveness of the mutually beneficial cooperation of the countries of Central Asia and China will be extremely small. In last chapter we discuss the prospects for solving the key problems in terms of cooperation between two sides and what kind of integration processes are going now in the course of solving them. Also we talk about the role of Central Asian in China’s implementation of “One belt, One road” strategy. In terms of regional integration it can be concluded that the deepening of integration processes made it possible to increase the efficiency of economic activity in the region, increase its investment attractiveness and competitiveness of producers in the region.. In terms of processes of integration of transport and communication network we can say that it is showing positive tendency, since a lot of infrastructural projects are already done, in process, or planned. It should be noted that the Central Asian region is the first stage of the land part of the project and one of China’s most important partners in the formation of the Silk Road Economic Belt. The implementation of the SREB project means the creation of a powerful system of transport communications that provide the Central Asian republics with access to world markets. In case of failure to solve problems that countries are facing now, CAS continue to turn into a raw material appendix for China, while maintaining economic backwardness. China will increase its influence in the role of supplier of the finished products and increase its influence in region, which in turn can lead to economic problems in region that can be security threat for China, which is not in their interests.
